立法院江啟臣副院長接見「美國聯邦眾議院國會非裔議員連線(CBC)副主席麥珂貝訪團」一行 江啟臣:盼全方位提升台美關係,強化人才交流 Legislative Yuan Vice President Chiang receives delegation led by Congressional Black Caucus Second Vice Chair Lucy McBath; Vice President Chiang: We hope to strengthen Taiwan-U.S. relations across the board and expand talent exchanges

 

立法院江啟臣副院長於本(6月16)日上午,在中國國民黨陳永康委員、民主進步黨陳冠廷委員、台灣民眾黨洪毓祥委員等人陪同下,接見「美國聯邦眾議院國會非裔議員連線(CBC)副主席麥珂貝訪團」一行4人。
On the morning of June 16, Legislative Yuan Vice President Dr. Johnny C. Chiang (江啟臣), accompanied by KMT Legislator Adm. Chen Yeong-Kang, DPP Legislator Chen Kuan-Ting, and TPP Legislator Dr. Hung Yu-Hsiang, received a four-member delegation led by U.S. Representative Lucy McBath, Second Vice Chair of the Congressional Black Caucus (CBC) of the U.S. House of Representatives.

江副院長首先代表立法院及韓院長,誠摯歡迎訪團來台。他表示,去(2025)年4月曾率領立法院跨黨派委員訪問華府,受到美國國會議員熱情接待;此次立法院首次接待美國「國會非裔議員連線」(CBC)訪團,充分展現台美兩國國會交流情誼,謹代表立法院感謝美國長期以來對台灣的支持。
Vice President Chiang began by extending a warm welcome to the delegation on behalf of the Legislative Yuan and Legislative Yuan President Daniel K.Y. Han (韓國瑜). He recalled leading a cross-party delegation of legislators to Washington, D.C., in April 2025, during which they were warmly received by members of the U.S. Congress. Noting that this was the first delegation from the CBC to visit the Legislative Yuan, Vice President Chiang said the occasion underscored the strong ties between the legislatures of Taiwan and the United States. He also expressed the Legislative Yuan’s appreciation for the United States’ longstanding support for Taiwan.

江副院長並提及,上(5)月他應美國喬治亞理工學院邀請,赴亞特蘭大就AI科技及機器人產業進行交流,並與州政府討論產業合作。適逢麥珂貝副主席亦來自喬治亞州,期盼未來雙方持續深化交流。
Vice President Chiang also mentioned that, at the invitation of the Georgia Institute of Technology, he had traveled to Atlanta in May to exchange views on AI technology and the robotics industry and to discuss opportunities for industrial cooperation with the state government. As Second Vice Chair McBath represents Georgia, he expressed hope that the two sides would continue to deepen their exchanges in the future.

江副院長進一步指出,今年適逢美國建國250週年,台美關係在人民交流與國會互動上日益密切。經貿方面,2025年雙邊貿易額已超過2,460億美元,台灣為美國第四大貿易夥伴,美國亦為台灣第一大貿易夥伴。此外,台北與華府直航航班將於下週(6月26日)開航,雙方往來將更加便利,進一步促進人員交流。為持續深化台美關係,韓院長亦將率跨黨派委員訪美,出席美國建國250週年活動,並拜會國會及相關政要,期盼與麥珂貝副主席及訪團成員再度會面。
Vice President Chiang further noted that this year marks the 250th anniversary of the founding of the United States and that Taiwan-U.S. relations have grown increasingly close through people-to-people exchanges and congressional engagement. In terms of trade and economic ties, bilateral trade exceeded US$246 billion in 2025, making Taiwan the United States’ fourth-largest trading partner and the United States Taiwan’s largest trading partner. In addition, nonstop flights between Taipei and Washington, D.C. are scheduled to commence on June 26. The new route will make travel between the two sides more convenient and further facilitate people-to-people exchanges. To further deepen Taiwan-U.S. relations, President Han will also lead a cross-party delegation of legislators to the United States to attend events celebrating the country’s 250th anniversary and meet with members of Congress and other government officials and political leaders. Vice President Chiang expressed hope that President Han’s delegation would have another opportunity to meet with Second Vice Chair McBath and the other members of the visiting delegation.

江副院長續表示,除國會交流外,台灣亦期盼與美國深化中央及地方政府層級合作。面對AI發展、數位轉型及地緣政治變局,民主夥伴間更需強化合作;他相信,全方位交流將有助提升台美關係。
Vice President Chiang went on to say that, in addition to congressional exchanges, Taiwan hopes to deepen cooperation with the United States at both the central and local government levels. Amid rapid advances in AI and digital transformation, as well as shifting geopolitical dynamics, democratic partners must work more closely together. He expressed confidence that broader and more comprehensive exchanges would help further strengthen Taiwan-U.S. relations.

江副院長強調,立法院一向重視與美國國會交流。2024年成立的「台美國會議員聯誼會」,目前已有71位委員參與,為本院規模最大的國會聯誼組織之一;他亦擔任榮譽會長。未來將持續透過該平台,促進雙方互訪與合作,為民主價值及國際社會作出更多貢獻。他最後再次歡迎訪團,並祝福行程順利圓滿、收穫豐富,期盼訪賓親身感受台灣人民的熱情、產業活力與民主發展,持續深化台美國會情誼。
Vice President Chiang emphasized that the Legislative Yuan has always attached great importance to exchanges with the U.S. Congress. The Legislative Yuan USA Caucus, established in 2024, currently has 71 members, making it one of the largest parliamentary friendship groups in the Legislative Yuan. Vice President Chiang also serves as its honorary president. He stated that the group would continue to serve as a platform for promoting reciprocal visits and cooperation between the two sides, allowing Taiwan and the United States to make greater contributions to the advancement of democratic values and the international community. Vice President Chiang concluded by once again welcoming the delegation and wishing its members a smooth, successful, and rewarding visit. He expressed hope that the delegation members would experience firsthand the warmth of the Taiwanese people, the vitality of Taiwan’s industries, and the progress of Taiwan’s democratic development, thereby further deepening the friendship between the legislatures of Taiwan and the United States.

團長麥珂貝副主席首先感謝江副院長及委員們的熱情接待,並謹代表美國聯邦眾議院「國會非裔議員連線」(CBC)致上誠摯敬意。她表示,台美關係建立在互信、創新與合作基礎上,數十年來持續穩定發展;她亦代表美國國會重申對台灣的支持。
In her remarks, Second Vice Chair McBath, head of the delegation, thanked Vice President Chiang and the legislators for their warm reception and conveyed her sincere appreciation on behalf of the CBC of the U.S. House of Representatives. She stated that Taiwan-U.S. relations are founded on mutual trust, innovation, and cooperation and have developed steadily over several decades. On behalf of the U.S. Congress, she also reaffirmed its support for Taiwan.

麥珂貝副主席進一步指出,身為「教育暨勞工」委員會成員,她高度重視產業人才培育,因人才發展將深刻影響未來經濟。她並表示,很高興看到台灣與其家鄉喬治亞州及傅晞議員所屬的北卡羅來納州之間,已建立密切投資與產業合作關係,有助於促進高階製造產業發展,並帶動在地就業。
Second Vice Chair McBath further noted that, as a member of the House Committee on Education and Workforce, she attaches great importance to the cultivation of industrial talent, as such efforts will profoundly shape the future economy. She was pleased to see that Taiwan had established close investment and industrial partnerships with her home state of Georgia and with North Carolina, represented by Congresswoman Valerie Foushee. She said that these partnerships would help promote advanced manufacturing and create local employment opportunities.

麥珂貝副主席最後表示,盼此行進一步彰顯台美緊密夥伴關係,並為台海和平穩定貢獻心力,再次感謝立法院的接待。
Second Vice Chair McBath concluded by expressing hope that the visit would further demonstrate the close partnership between Taiwan and the United States and contribute to peace and stability across the Taiwan Strait. She once again thanked the Legislative Yuan for its hospitality.

雙邊交流期間,陳永康委員表示,立法院近期通過「國防特別預算條例」,期盼持續與美國攜手守護民主,並深化人才交流。
During the bilateral exchanges, Legislator Chen Yeong-Kang noted that the Legislative Yuan had recently passed the Special Budget Act for National Defense. He expressed hope that Taiwan and the United States would continue working together to safeguard democracy and deepen talent exchanges.

陳冠廷委員表示,台美不僅共享民主與人權價值,在科技與經貿領域亦緊密合作,特別是在太空產業供應鏈方面,未來合作空間廣闊。
Legislator Chen Kuan-Ting stated that Taiwan and the United States not only share the values of democracy and human rights but also cooperate closely in technology, trade, and the economy. He noted that there was considerable room for future cooperation, particularly in the space industry supply chain.

洪毓祥委員指出,台美在半導體產業關係密切,除硬體投資外,也應強化人才交流,提升整體競爭力。
Legislator Hung Yu-Hsiang pointed out that Taiwan and the United States maintain close ties in the semiconductor industry. He stated that, in addition to hardware investment, the two sides should strengthen talent exchanges to enhance their overall competitiveness.

雙方隨後就半導體產業、AI科技、人才培育及交流等議題交換意見。此次拜會歷約30分鐘,雙方於互贈紀念品及合影留念後,圓滿結束。(2026/06/16)
The two sides subsequently exchanged views on the semiconductor industry, AI technology, and talent cultivation and exchanges. The meeting lasted approximately 30 minutes and concluded successfully following an exchange of commemorative gifts and a group photograph. (2026/06/16)
