游錫堃:呼籲民主友人團結遏止威權擴張,確保下一代生活在民主自由的國度
YOU Si-kun: Urging international friends upholding democracy to be united to deter the expansion of authoritarian regime to ensure a democratic and free country of the next generation.
立法院游錫堃院長今日上午在本院人權委員會副會長林昶佐委員、范雲委員、賴香伶委員、吾爾開希秘書長、林志嘉秘書長、周雅淑顧問、國際事務處林晨富處長,以及外交部非政府組織國際事務會吳竹君副執行長等人陪同下,接見「人權基金會」創辦人兼執行長哈佛森訪團一行。
Accompanied by Taiwan Parliamentary Hunman Rights Commission Deputy Chair and concurrently Legislator Freddy Lim, Legislator Fan Yun, Legislator Lai Hsiang-ling, Taiwan Parliamentary Hunman Rights Commission Secretary General Wu’er Kaixi, Secretary General Lin jih-jia, Consultant Chou Ya-shu, International Affairs Department Director Kevin C.F. Lin, and Department of NGO International Affairs of Ministry of Foreign Affairs Elvie Wu, President You met with the delegation led by Human Rights Foundation Founder and Chief Executive Officer Thor Halvorssen.
游院長致詞時首先表示,非常榮幸與美國「人權基金會」的幹部以及「奧斯陸自由論壇」的講者見面,謹代表台灣國會竭誠歡迎,並對在座貴賓表達敬佩之意。各位貴賓都是為人權奮鬥、奔走的勇士,不畏強權的勇氣,和400年來歷經殖民統治、戰後歷經38年軍事戒嚴統治的台灣先賢,雖然遭受無數的政治迫害,但仍不屈不撓繼續反威權、爭民主、爭自由,其韌性與精神不謀而合。
In his remarks, President YOU expressed his honor to meet with leaders of U.S. Human Rights Foundation and speakers of Oslo Freedom Forum. On behalf of Taiwan’s congress, he extended a warm welcome to them and expressed his respect to all of the distinguished guests for all of them are undaunted and brave fighters and warriors for human rights. Just like the spirit of resilience of Taiwanese forebearers experienced four centuries of colonial rule and 38-year martial law rule after WWII, they opposed authoritarian regimes and fought for democracy and freedom despite countless of political persecution.
游院長接著說明台灣民主是經無數先賢的血淚澆灌而得,今年適逢「台灣議會期成同盟會」成立暨「治警事件」一百周年,他回顧1923年,台灣民主先賢為了爭取設置台灣議會,多次向殖民政府請願,並依日本帝國法律進行政治結社,成立了「台灣議會期成同盟會」,不料卻多達99人遭受到殖民政府的政治迫害。台灣先賢們以犧牲自由與生命為代價,不屈不撓、前仆後繼,進行了6次遭遇重大迫害的政治結社運動,終於在1986年衝破黨禁、1987解除戒嚴、1993誕生民主國會,奠定了台灣成為華文圈第一個現代化民主國家的基礎。
President YOU continued to state that Taiwan’s democracy is the fruit of the blood and tears shed by Taiwan’s forebears. This year marks the centenary anniversary of Taiwan Parliament Anticipation Union. In 1923, they filed petitions to colonial government to form Taiwan Parliament Anticipation Union in accordance with the Imperial Japanese Law. However, a total of 99 people experienced political persecution of the colonial government. They sacrificed their freedom and lives to launch six political association movements with perseverance. Finally the ban on political parties was broken in 1986, the martial law was abolished in 1987 and democratic congress was born in 1993, laying a foundation for Taiwan to become the first modern democratic country in the mandarin-speaking sphere.
游院長表示,儘管台灣不是聯合國的成員國,但多年來藉由立法來反制威權主義的擴張,聯合國9大人權公約的其中6部,台灣立法院均已經三讀通過,具有國內法效力。今年5月30日,立法院也三讀通過《入出國移民法》,禁止侵害人權者進入台灣。另外,相關部會正在研議有關失蹤者權益、禁止酷刑、保護移工等國際公約的國內法化作業,等法案送到立法院後,立法院將努力協調跨黨派的共識,以盡速完成相關立法程序,與國際人權規範接軌。
President YOU stated that although Taiwan is not a member of the United Nations, six out of nine major human right conventions out of the United Nations have been passed with three readings in the Legislative Yuan and become domestic law to oppose the expansion of the authoritarianism. On May 30 this year, the Legislative Yuan also passed the Immigration Law to prohibit human rights violators to enter Taiwan. In addition, relevant government agencies are studying about the legal process of international conventions on protecting rights and interests of missing people, ban on torture and protection of migrant workers. Once these bills are sent to the Legislative Yuan, it will do its best to forge a cross-party consensus to complete law-making process to be in line with international rights rules.
游院長語重心長地提到,近年來民主版圖逐漸萎縮,越來越多無辜人民遭受到迫害,聯合國安全理事會5大常任理事國,其中1個發動戰爭、另外1個殘害人權,中國在今年8月底發布了「2023年版標準地圖」,單方面把台灣、南海諸島以及有爭議的中印領土納入其版圖,他呼籲民主友人團結起來,一起遏止威權的擴張,確保下一代生活在民主自由與和平穩定的國度。
President You mentioned that the democratic landscape has shrunk over the years. An increasing number of innocent people are persecuted. One of the five UN Security Council members launched a war and another persecute human rights. At the end of August this year, China published Standard Map 2023, which unilaterally included Taiwan, South China Sea islands, and disputable territories between China and India. He called on democratic allies to be united to deter the expansion of authoritarian regime to ensure a democratic, free, peaceful and stable country for the next generation.
游院長最後祝福「奧斯陸自由論壇」能繼續為長期生活在暴政下的人民發聲,並希望透過這次論壇與各位人權鬥士共勉,共同堅定地維護民主、捍衛人權。
President You concluded his remarks by wishing the Oslo Freedom Forum a great success to continue to voice for those who live in the tyranny for a long time. He also hoped that though this forum, all human rights fighters will continue to safeguard democracy and human rights.
哈佛森創辦人致詞時表示很榮幸能來到立法院,今年是奧斯陸自由論壇第4次在台灣舉辦,他非常高興能持續與台灣政府及公民社會維持夥伴關係。他接著表示台灣是民主自由的國家,也是全世界民主希望的燈塔,但多年來一直受到中共迫害及威脅,然而,全世界的獨裁政權其實都像中共政權一樣,正無所不用其極地希望消滅自由、民主、人權等普世價值。未來人權基金會希望能繼續與台灣合作,在台北建立據點,為喚醒全球民主自由意識,繼續奮戰。
In his remarks, Mr. Halvorssen expressed his honor to visit the Legislative Yuan. This year marks the fourth time for Taiwan to host the forum. He was pleased to continue to promote partnership with the government and civil society of Taiwan. He continued to state that Taiwan is a democratic and free country and is also a beacon of hope for all democracies around the world. However, over the years, Taiwan has been persecuted and threated by CCP. The global autocratic regimes are like the CCP political regime, they are trying every means to eradicate universal values of freedom, democracy and human rights. In the future, Human Rights Foundation hopes to continue to cooperate with Taiwan to set up office in Taipei to wake the awareness of the global democracy and freedom to continue to fight for them.
雙邊交流時林昶佐委員、范雲委員、賴香伶委員分別與訪團成員就全球人權維護、民主倡議、言論自由保障、加強學生交流合作、擴大台灣國際參與及深化雙邊合作等議題廣泛交換意見,發言十分踴躍。拜會歷約1個半小時,氣氛熱絡愉快,最後在互贈紀念品及合影後圓滿結束。
During discussion, Legislators Freddy Lin, Fan Yun, and Lai Hsiang-ling exchanged views on global protection of human rights, democratic initiatives, protection of freedom of speech, strengthening student exchanges and cooperation, expanding Taiwan’s international participation, and deepening bilateral cooperation. The 90-minute meeting concluded after exchange of gifts and group photos in an amicable atmosphere.
