立法院張裕榮副秘書長於本(1月2)日上午出席林倩綺委員發起之「中華民國與西亞地區國會議員友好聯誼會」成立大會。現場出席貴賓包括王美惠委員、莊瑞雄委員、陳永康委員、羅明才委員、翁曉玲委員,以及外交部葛葆萱常務次長等,共襄盛會。
On the morning of January 2, Legislative Yuan Deputy Secretary General Dr. Chang Yu-Jung (張裕榮) attended the inauguration ceremony of the Republic of China–West Asia Inter-Parliamentary Friendship Association, initiated by KMT Legislator Dr. Lin Chien-Chi. Distinguished guests in attendance included DPP Legislators Wang Mei-Hui and Dr. Chuang Jui-Hsiung; KMT Legislators Adm. Chen Yeong-Kang, Lo Ming-Tsai, and Dr. Weng Hsiao-Ling; as well as Vice Minister of Foreign Affairs Ger Bau-Shuan, among other distinguished guests.
成立大會首先邀請出席貴賓合影及發起人林倩綺委員致開場詞,隨後由張裕榮副秘書長致詞。張副秘書長表示,很榮幸代表韓國瑜院長出席「中華民國與西亞地區國會議員友好聯誼會」成立大會,感謝林倩綺委員及各位委員對推動立法院與西亞各國國會交流的關心與支持,相信在大家的努力下,能為台灣與西亞地區國會合作邁出重要的一步。
The event opened with a group photo of the attending guests, followed by opening remarks delivered by initiator Legislator Lin. Deputy Secretary General Chang then addressed the audience, stating that he was honored to attend the inauguration on behalf of Legislative Yuan President Daniel K.Y. Han (韓國瑜). He expressed his sincere appreciation to Legislator Lin and fellow legislators for their continued support and dedication to strengthening exchanges between the Legislative Yuan and the parliaments of West Asian nations, adding that through joint efforts, the association would mark a significant milestone in advancing parliamentary cooperation between Taiwan and the West Asia region.
張副秘書長提及,西亞地區位處亞、歐、非三洲交會的戰略樞紐,是世界重要航道及跨洲陸橋的交匯點,不僅孕育了悠久燦爛的人類文明,更是全球能源供應體系的重心。在當前AI、數位資訊產業蓬勃發展之際,各國對能源的需求及能源韌性的重視與日俱增,尤其凸顯西亞地區的重要性。身為海島型經濟體,台灣97%以上的能源依賴進口,西亞地區所出產的原油與液化天然氣,不僅支撐著我國的民生用電,更為我國高科技產業提供不可或缺的能源基礎,是台灣提升能源韌性與促進經濟發展的重要夥伴。
Deputy Secretary General Chang noted that West Asia occupies a strategic position at the crossroads of Asia, Europe, and Africa, serving as a vital hub for major global shipping routes and transcontinental land bridges. He emphasized that the region is not only home to ancient and vibrant civilizations, but also plays a central role in the global energy supply system. He also added that amid the rapid growth of artificial intelligence (AI) and the digital information industry, nations worldwide are placing increasing emphasis on energy demand and energy resilience, further underscoring the importance of West Asia. He highlighted that, as an island economy, Taiwan relies on imports for more than 97 percent of its energy needs; crude oil and liquefied natural gas produced in West Asia not only support Taiwan’s household electricity consumption but also provide an indispensable energy foundation for its high-tech industries, making the region a key partner in strengthening Taiwan’s energy resilience and economic development.
張副秘書長續強調,近年來,台灣與西亞各國的合作,已超越單純的資源往來,而逐步擴大到人道援助、科技合作與安全韌性的多元夥伴關係。2023年土耳其發生重大地震,造成嚴重人員傷亡與基礎設施損毀,台灣第一時間即派遣搜救隊伍前往災區,並提供人道援助,與土耳其人民並肩面對艱難時刻。在實質合作方面,我們與土耳其在無人機零組件與災防應變領域已累積具體成果;在能源轉型方面,我國企業已實際參與沙烏地阿拉伯的再生能源計畫;在科技創新上,我們與以色列在人工智慧(AI),尤其是資安領域的合作,也持續提升雙方產業的國際競爭力。這些合作不僅回應當前的發展需求,更為持續深化我與西亞國家的關係奠定堅實基礎。未來,期待能在既有的合作基礎上,進一步結合西亞地區雄厚的天然資源優勢,與台灣在高階製造、科技研發及創新應用上的實力,共同促進產業發展、提升經濟韌性,建立多元的夥伴關係。
Deputy Secretary General Chang further emphasized that in recent years, cooperation between Taiwan and West Asian countries has evolved beyond traditional resource exchanges into diversified partnerships encompassing humanitarian assistance, technological collaboration, and security resilience. He added that following the devastating earthquake in Turkey in 2023, which resulted in significant casualties and infrastructure damage, Taiwan promptly dispatched search-and-rescue teams to the affected areas and provided humanitarian aid, standing shoulder to shoulder with the Turkish people during a difficult time. Deputy Secretary General Chang also remarked that in terms of substantive cooperation, Taiwan and Turkey have achieved tangible progress in drone components and disaster-response capabilities; in energy transition, Taiwanese enterprises have actively participated in renewable energy projects in Saudi Arabia; in technological innovation, Taiwan and Israel continue to strengthen cooperation in AI—particularly in the field of cybersecurity—thereby enhancing the global competitiveness of both sides’ industries. He stressed that these collaborative efforts not only address current development needs but also lay a solid foundation for the continued deepening of relations between Taiwan and West Asian countries. Looking ahead, he said, Taiwan hopes to build upon existing cooperation by combining West Asia’s abundant natural resource advantages with Taiwan’s strengths in advanced manufacturing, technological research and development, and innovative applications to jointly promote industrial growth, enhance economic resilience, and foster diversified partnerships.
張副秘書最後再次感謝林倩綺委員發起成立「中華民國與西亞地區國會議員友好聯誼會」,相信將成為推動我國與西亞國家國會外交、深化夥伴關係的重要平台。聯誼會成立後,如有需要相關行政服務,立法院絕對盡心協助。
In closing, Deputy Secretary General Chang once again thanked Legislator Lin for initiating the establishment of the Republic of China–West Asia Inter-Parliamentary Friendship Association, expressing confidence that it would serve as an important platform for advancing Taiwan’s parliamentary diplomacy with West Asian nations and deepening partnership ties. He also affirmed that the Legislative Yuan would provide full administrative support whenever necessary following the association’s establishment.
成立大會隨後由外交部葛葆萱常務次長致詞祝賀,並由林倩綺委員通過組織章程及推選會長與副會長,歷約20分鐘,在融洽的氣氛中圓滿結束。(2026/01/02)
The inauguration ceremony then proceeded with congratulatory remarks delivered by Vice Minister of Foreign Affairs Ger Bau-Shuan. Legislator Lin subsequently led the adoption of the association’s charter and the election of its president and vice presidents.
