According to the ideas of Dr. Sun Yat-sen, our national father, about Five-Power Constitution, the National Assembly exercises political power on behalf of all the people, while the central government which consists of the Executive Yuan, the Legislative Yuan, the Judicial Yuan, the Examination Yuan, and the Control Yuan, exercises the five governing powers. This is the origin of the Five-Power Constitution and the Legislative Yuan. The Constitution of the Republic of China provides that the Legislative Yuan shall be the supreme legislative organization of the State, to be constituted of legislators elected by the people, and it shall exercise legislative power on behalf of the people. In terms of its competence, power, and function, the Legislative Yuan is equivalent to a parliament in other democracies.
